In order to allow users or prevent users from creating Groups :
- Click on Menu
- Click on Modules [Side Navigation Menu]
- Select Site Roles
- Hover/Click on three dots icon next to the Site Role you wish to modify.
- Select “Edit”
- Find “Groups”
- Select/Deselect “Create Groups”
- Click on “Update” button
